Bruin Republican Constitution
Article
I: Mission Statement
The Bruin Republicans (hereinafter
referred to as "the Club"), as the premier right-of-center
organization on the UCLA campus, has committed itself to an independent
and intellectual path that strives to confront and reflect the issues
students on this campus face directly, as well as the diverse opinions
within our own organization.
Like all Republican organizations,
we will work toward the reelection of all Republicans, for whom freedom
and personal liberty are paramount in mind and practice. We will further
pursue educating the student body on the importance of a strong, proactive,
national defense and a society of personal responsibility.
With our unique position on the UCLA
campus, there are a great many unmet needs that we fill obligated
to fill. We are a programming body, dedicated to organizing engaging
campus events that educate as much as advocate. We are an intellectual
body, dedicated to enhancing the ideological diversity of the campus
by exposing students to ideas that they may not have been exposed
to either at home or at the University. We are a member of the campus
community, dedicated to the pursuit of a healthy and open marketplace
of ideas on campus, and thus advocate programs and policies that promote
calm debate on campus and constructive dialog. As a body dedicated
to promoting involvement in the American political system, we work
to educate students on the importance of voting and provide ways for
them to be politically active.
We stand as a contrary and often isolated
voice on this campus that so prides itself on the pursuit of intellectual
grandeur. As such, we must be the ones to speak truth to power in
the face of censorious political correctness; to fight for true diversity
of thought in the face of pressure to conform; and to fight for a
day when it is not only acceptable but laudable to defend our nation
against the hatred of extremists, a day when no one need be ashamed
of the circumstances of their birth. Although our ultimate individual
causes may differ somewhat, we, the Bruin Republicans, not those who
speak and clap in lockstep unison, are the true heirs to the Free
Speech Movement.
Article II - Membership & Quorums

2: Meetings
The Club shall meet no less than seven times per UCLA academic
quarter and shall meet according to requirements as defined in
Art. III, Sec. 9 to conduct the business of the Club. Official
meetings may be called by the Chairman, or by a majority of the
entire Board of Directors. During Club meetings only members in
good standing shall have voting rights.

3: Quorum
The
presence of a majority of the members in good standing shall constitute
a quorum. Once attained, quorum cannot be lost.

4: Members in good standing, defined.
- A.
A member in good standing shall have attended a minimum of
50% of the General Meetings called beginning with the first
meeting called of the school year. This provision shall not
apply to any member, for the elections defined in Section
6 of this Article, who has attended the immediately preceding
Annual California College Republicans convention as a delegate
for the club, or who serves on the Board of Directors.
- B.
The Secretary must keep detailed records of all attendance
and voting, and has final say as to who has met the requirements
for be a member in good standing.
- C.
The constitution should not be construed to grant any body
the ability to suspend voting requirements.
Article III - Board of Directors
Section 1: Powers of the Club shall be delineated to the Board of
Directors, to its individual officers, and to Board Member Classes
A-F.
- A. The following powers are assigned to
the board, and may be exercised by a majority vote of the board:
- 1. Make decisions by voting (majority
unless otherwise specified), in any case in which the constitution
specifically calls for a board vote or decision.
- 2. Make decisions on behalf of the
club as part of an official board meeting, when said decisions
must be made before a general meeting can occur.
- B.
The following powers are assigned to all Board Members Class A
- 1.
Constitutes a board position counted for purposes of the quorum
requirement
- 2.
May participate in board votes.
- 3.
Should represent the club, and should ensure that the Daily
Bruin has their contact information on file.
- 4.
Has access to the club email account.
- 5.
May, collectively, decide on a course of action for the club
in the case that the decision must be made before a general
meeting can take place and a quorum of the entire board is
unable to be contacted.
- 6.
May, individually, provide provisional consent on behalf o
the club in the case that a decision is deemed unlikely to
be controversial. Provisional consent allows preparation for
a course of action, pending approval by the club as described
elsewhere in this document.
- 7.
Has the option of being one of the three signatories on file
with the Office for Student Programming. A Class A board member
may alternatively decline his or her signatory status and
assign it to a board member Class B.
- 8.
May nominate for appointment by the board one or more Class
D Board Members (Coordinators) to aid them in specific tasks.
This should not be construed to grant the power to simply
appoint board members without well-defined duties or those
not necessary for the proper functioning of the club. No more
than one Coordinator assigned to any given officer shall be
allowed voting rights. The Board member in question may allow
voting rights to be divided between their Coordinators equally
(and only equally), but this decision must be made at the
time of appointment.
- C.
The following powers are assigned to all Board Members Class B
- 1.
Constitutes a board position counted for purposes of the quorum
requirement.
- 2.
May participate in board votes.
- 3.
May represent the club under certain circumstances.
- 4.
May nominate for appointment by the board one or more Class
D Board Members (Coordinators) to aid them in specific tasks.
This should not be construed to grant the power to simply
appoint board members without well-defined duties or those
not necessary for the proper functioning of the club. Beyond
Coordinators that the constitution requires, no more than
one Coordinator assigned to any given officer shall be allowed
voting rights. The Board member in question may allow voting
rights to be divided between their discretionary Coordinators
equally (and only equally), but this decision must be made
at the time of appointment.
- D.
The following powers are assigned to all Board Members Class C
- 1.
Constitutes a board position counted for purposes of the quorum
requirement.

The following shall be members of the Board of Directors and
their duties.
Section 2: The following shall be the members of the Board of Directors,
and posess all the powers listed below.

Chairman
- 1.
Preside over all Club and board meetings.
- 2.
Serve as chief executive officer of the Club.
- 3.
Appoint Committees and their Chairmen.
- 4.
Has all powers corresponding to a Board Member Class A.
- B.
Vice-Chairman
- 1.
Serve as the presiding officer of the club in the absence
of the Chairman.
- 2.
Oversees internal club management
- 3.
Has all powers corresponding to a Board Member Class A.
- C.
Committee Chair
- 1.
Coordinates and creates committees.
- 2.
Works with Vice-Chairman on internal affairs
- 3.
Has all powers corresponding to a Board Member Class A.
- D.
Secretary
- 1.
Record the minutes at all meetings, including attendance and
a current roster of members in good standing.
- 2.
Serve as Club historian.
- 3.
Maintains voter rolls and has final say over voter eligibility.
- 4.
Has all powers corresponding to a Board Member Class B.
- E.
Treasurer
- 1.
Maintain the financial records for the Club.
- 2.
Must be prepared to present the most recent financial statements
at each and every official meeting.
- 3.
Coordinate fund-raising efforts.

- F.
Outreach Director
- 1.
Coordinates off-campus socio-political agenda2. Oversees permanent

Arranges web advertising and updates on the MyUCLA student

Immediate Past Chairman.

Any current or former member who serves on the State Board of
the California College Republicans.

Freshman Representative (2 positions)

Must be two first year UCLA students
- 2.
May be elected during Fall Quarter only.

New Board Positions
- 1.
This list of constitutional positions and ways in which new
positions may be added is exhaustive. Another position may
only be added by a majority vote of the board and confirmation
by 2/3rds of members in good standing present at a general
meeting.
- Section
5: Confirmation
- All
board of directors appointments must be approved by a majority
of the Board, and board members may be nominated by any board
member unless otherwise noted.
- Section
6: Election Timing
-
A. Elections must take place by the end of the UCLA Undergraduate
Academic Spring Quarter.
- B.
A member running for office or voting in an election must
be a member in good standing.
Section 7:
Election Challenges
If no
challenge is filed in writing as to the legitimacy of an election,
it becomes final at midnight of the day after the election. Written
challenges may be construed as motions before the board to overturn
the election, and must be voted on by midnight of the following friday
or else be dismissed. No board member may vote to overturn without
the honest belief that rules have been violated in such a way that
the election would otherwise have had a different outcome. Upon passage
of this constitution, all previous claims with regard to failure to
ratify a board are null and void.
Section 8: Officers assume their positions upon the conclusion of
Spring Quarter.
Section 9: Vacancies:
A. In the event of a vacancy of the office of Chair, the Vice-Chair
shall immediately assume the office and duties of Chair.
B. In the event of a vacancy of the office of Vice Chair, the Executive
Director shall immediately assume the office and duties of Vice Chair.
C. In the event of a vacancy in any office, with the exception of
Chairman and Vice-Chairman, the Chairman shall appoint a replacement
with the approval of a majority of the Board. The majority of the
board may alternatively vote to hold an election for the open seat
only at the official meeting immediately following the next official
meeting.
Section
10: Mandatory Requirements for Official Meetings of the Board and
of the Club.
The
Board and the Club shall convene when requested by the Chair or by
a majority of the entire Board in writing, and has all the powers
of the Club.
The term "presiding officer" shall be defined as the person
who convenes and presides over the official meetings. If there is
more than one presiding officer who performs either one or more of
the tasks of convening and presiding over meetings, those individuals
must collectively fulfill the obligations outlined in this Section
herein or else be held liable for the impeachment process outlined
in Art. III, Sec. 10, clause C.
The presiding officer or officers shall adhere to these mandatory
requirements for club meetings, illustrated herein Art. III, Sec.
9. If the presiding officer or officers are determined to be in violation
of Art. III, Sec. 9, proceedings for impeachment, and removal of presiding
officer(s) may commence only as outlined in Article III, Sec. 10,
clause C.
1. Any
determination of violation of Art. III, Sec. 9 shall ultimately be
made by a majority of signatures of the entire Board of Directors
in writing.
The presiding officer(s) shall call no less than seven official Club
meetings per UCLA undergraduate academic quarter of regular school
session. Failure to reach quorum at any of the presiding officer(s)'
convened Club meetings shall not count against the total official
Club meetings convened by the presiding officer(s).
Once the presiding officer(s) convene an official Club meeting, the
presiding officer(s) cannot cancel or amend it for 48 hours prior
to the scheduled start time of the meeting.
1. If
the presiding officer chooses to cancel or amend a call for a Club
meeting within the 48-hour period before the meeting, the cancellation
or change must be approved by a majority of the Board.
2. However,
the presiding officer(s) shall be allowed to make a relocation of
venue (a room change) for the official Club meeting during emergencies,
when the facility is already in use, or when the facility is unsuitable
for meeting. A room change made by the presiding officer shall be
exempt from the 48-hour requirements in Art. III, Sec. 9, Clause F,
as long as the presiding officers provide for a decent, suitable room
or venue to hold a Club meeting and direct all BR members to the new
meeting room in a reasonable fashion. The presiding officer(s) or
their designates may post signs (to direct from the originally scheduled
room to the new room), email, telephone, or use other means of mass
communication (not personal contact) to achieve this purpose.
Section
10: Impeachment
A.
Any Officer other than the Chair or any other presiding officer may
be removed from his position by a 2/3 vote of all members in good
standing.
B. The Chair or any other presiding officer shall be removed immediately
from his position, provided that 2/3 of the entire Board of Directors
sign Articles of Impeachment, and a majority of the members in good
standing present at a general meeting vote to ratify them.
C. This clause should only be invoked in a time of club crisis and
in response to highly significant malfeasance, and never for political
or personal reasons.
Section 11: Automatic Approval
Any Officer
is automatically removed from the Board if he misses 3 meetings in
a row (any combination of General or Board meetings), or misses a
total of 5 meetings beginning with the first meeting of the school
year. Removed officers may return to any office only through the usual
reappointment procedures, except that if the process used does not
include a popular vote, a majority of members in good standing may
vote to block the appointment.
A.
Board members except for the Chair may retain their positions if they
take a quarter off, so long as that quarter is either spent in Los
Angeles and doesn't constitute a break in club involvement, or if
involves work or internships for Republican or Conservative causes,
organizations, or officials.
Section
12: Assumption of Office
The term
of office of appointed officers shall automatically end upon the completion
of Spring Quarter, when new officials take office.
Article
IV - General Voting
The Club may form specific rules to govern itself by a majority vote,
provided that the rules do not contradict the Constitution. Any ruling
by the Chairman may be overturned by a 2/3 vote. In all matters not
conflicting with this constitution or the Club's rules, the current
edition of Robert's Rules of Order shall have parliamentary authority.
Article
V - Parliamentary Procedure
The presiding
officer may suspend parliamentary procedure at any time, unless such
suspension meets with objection from at least one member in good standing.
If such an objection is made, business shall immediately continue
under standard parliamentary procedure.Article VI - Constitutional
Amendments and Judiciary Procedure.
The Chairman shall have the power to interpret all portions of the
constitution except this article and is restricted by areas limited
by "shall not be construed" or "final say" clauses.
